Background
I am an experienced researcher, writer, and editor. I have 30 years of experience in analyzing and writing about technically and politically complex issues. I have worked in such diverse areas as telecommunication and information technology, biomedical research, horticulture, science education, air traffic control, and community economic development. I work well in multidisciplinary teams with technical and scientific colleagues, and I am particularly skilled at explaining technical issues to nontechnical readers. 

Skill Summary
Research and writing. I have experience in developing, researching, and writing projects for a variety of media, including distance learning programs, traditional textbooks, government and congressional policy reports, print and on-line newsletters, and corporate publications (proposals, capability statements, brochures, etc.). I have explored topics related to human-computer interactions and technological change in the workplace, including office automation, telecommuting, and flexible work organization. My study of electronic supervision, done while I was at the Office of Technology Assessment, was for many years cited as the authority in the field, and my study of medical information systems was one of OTA's "best seller" reports in the mid-1990s. Other research and writing topics include: new issues in intellectual property raised by computer software, digital recording, and multimedia works; information security, privacy, and confidentiality; information technology research and development; airport system development; and air traffic control system modernization. 

Editing and desktop publishing. I have done both substantive editing and copy editing. My editorial projects include textbooks, newsletters, conference proceedings, and medical and scientific peer review documents. I have created print and on-line newsletters, web sites, advertisements, brochures, corporate identity items (letterhead, business cards, etc.), and social expression items (greeting cards, announcements, etc.) for a variety of clients.

Public speaking and outreach. I have organized and chaired workshops with participants from all levels of industry, government, and academia; presented briefings on research results to management and congressional committees; lectured and delivered papers to professional societies, industry conferences, and the public; explained technical issues in television interviews and educational films; written and edited newsletters; designed and published newsletters and brochures; collaborated on teams writing and producing educational video tapes and world wide web sites.

Management and team building. I have assembled multidisciplinary project teams; managed the research and analysis activities of team members and outside contractors; advised, motivated, and inspired staff; planned, scheduled, and budgeted projects; solicited and managed contracts.

The National Information Infrastructure: Context for the Future, [13 pages] Staff working paper, Office of Technology Assessment, Washington, DC, 1993. This report was the product of a staff retreat where I served as rapporteur. The ideas represent the thinking of about 25 people, but the backup research and writing are mine.

"Introduction, Summary, and Options," [27 pages] from Bringing Health Care Online: The Role of Information Technologies, Office of Technology Assessment, Washington, DC, 1995.
